INFORMATION
about the 8th Summer North Caucasus Complex Expedition
Introduction
The North Caucasus Scientific Cooperation (NCSC) was organized on the initiative of the Mountain Group MAB-6 (UNESCO) of the Institute of Geography of the Russian Academy of Sciences on October 10, 2014 at an international scientific conference at the Chechen State University named after A.A. Kadyrov, Grozny.
The purpose of the creation of the NCSC is to intensify scientific cooperation in the field of sustainable development of the mountainous regions of the North Caucasus.
At present, the headquarters of the NCSC is located at the Mountains Center of the North Caucasus Mining and Metallurgical Institute (State Technological University), Vladikavkaz, where information from all regions is collected, information related to the activities of the NCSC is formed and posted on the website of the NCSC.
Shortly after the organization of the NCSC, the initiative group of the NCSC conducted a survey with the participation of potential participants in the information network of the region. As a result, answers were received from more than 30 respondents from academic organizations and universities in Moscow, Krasnodar, Stavropol, Nalchik, Rostov-on-Don, Vladikavkaz, Grozny, Maykop, Makhachkala, Tskhinval. A common opinion was expressed that the development and use of a unified scientific information network will create an open discussion and information space that will contribute to the intensification of scientific research and the formation of common approaches to ensuring the sustainable development of the region.
At the same time, it was decided to use modern communication opportunities by creating a website that promotes the activities of the NCSC. Thus, based on the huge scientific potential of institutes and universities operating in the North Caucasus, the North Caucasus Scientific Cooperation is a free association of representatives of a wide range of scientific fields that ensure the implementation of sustainable development of mountain regions, the preservation of the biological and cultural diversity of social and natural systems in the conditions of modern risks and climate change.
The main mission of the North Caucasian Scientific Cooperation is the coordination of organizational activities aimed at the exchange of information, theoretical and practical experience, the unification of scientific thought and the development of practical recommendations, the coordination of scientific programs and projects, the mobilization of the expert community, the development of scientific methodology and methods in the field of ensuring geoecological security of the North Caucasus and the sustainable development of its mountainous and high-mountain territories.
The NCSC website (https://ncscnew.jimdofree.com/) is regularly updated with news, and constant work is underway to improve it.
The NCSC bilingual website currently hosts hundreds of bibliographic links to publications by NCSC participants and more than 150 useful links to various information resources, including about 100 links to electronic journals, according to the State Public Scientific and Technical Library of Russia (SPSTL).
In order to promptly inform the participants of the North Caucasian Scientific Cooperation, monthly information mailings are carried out by the Secretariat of the NCSC about the events that have passed over the past month and are coming in the future. When needed, either at the request of NCSC members and/or breaking news, the NCSC Secretariat generates extraordinary mailings.
At the end of 2022, 71 members of the NCSC were registered on the site, representing 15 constituent entities of the Russian Federation and representatives of 3 foreign countries. In total, 38 informational newsletters from the NCSC Secretariat were sent to NCSC participants.
It so happened that it was from 2014 that field expeditionary research began to be regularly carried out in the North Caucasus, with the formation of the NCSC, the North Caucasus Complex Expeditions (NCCE) are carried out under its auspices. 8 summer and 2 winter expeditions have already been organized and carried out. 1. General information
This year, the regular VIII summer North Caucasian Complex Expedition began its work on June 28, 2022 on the territory of the Chechen Republic.

As can be seen from the presented lists, there are fewer members of the NCSC among them than other representatives. This indicates the popularity of NCSC among scientists, specialists and university students, as well as among other representatives of society, due to diverse activities - field expeditionary research in the North Caucasus, reports on forums, publications in scientific journals, in the Proceedings of the North Caucasus Complex Expedition, as well as in the materials of conferences and seminars of various formats.

The main goal of the first stage of the expedition is to assess the ecological capacity of the landscapes of the North Caucasus.

The first stage of field work of the 8th NCCE took place on the territory of the Chechen Republic from 06/28/2022 to 06/30/2022, with a visit to Tsoy-Pede (1210 m a.s.l.), Vaserkel (1340 m a.s.l.) , Veduchi and the northern slope of the Daneduk ridge (more than 2000 m above sea level) in the Argun Gorge. On July 30, 2022, the expedition members visited the Terek Sands area in the Zaterechnaya zone of the Chechen Republic.

2.2. The second stage of work of the 8th NCCE, Republic of North Ossetia-Alania
The main goal of the second stage of the expedition is to get acquainted with the natural and man-made features of the territory of the eastern part of the Digorsky Gorge, to hold a seminar on the relationship between science, education and tourism, as well as legal support for the development and protection of the mountainous territories of the Russian Federation.
The second stage of the expedition took place on the territory of the Alania National Park in the village of Kamata (Digorsky Gorge), which is located in the west of the Republic of North Ossetia-Alania (NOR-Alania) in the Irafsky district. A short stay here was quite rich in various events: July 2 - arrival and first acquaintance with the area; July 3, before lunch - continuation of acquaintance with the area, as part of a short walking route, and in the afternoon - the work of the off-site meeting of the NCSC and the seminar, in the evening, those who wish could continue to get acquainted with the surroundings; July 4 – departure to Teberda National Park..
Participants of the II stage of the eighth NCCE were based in the guest house of LLC "Kamata-Hostel", the village of Kamata on the territory of the National Park "Alania".
The expedition members conducted field trips and research, in addition, they got acquainted and tasted local cuisine, visited cultural and natural attractions of the eastern part of the gorge on the territory of Tapan Digora (flat Digoria) and Wallag kom (upper gorge): natural and cultural landscapes; geological-geographical, botanical and other monuments of nature; cultural monuments: combat and watchtowers, residential buildings, catacomb burials; remains and existing facilities of residential buildings and industrial facilities erected in the late 19th and early 20th centuries by Russian and Belgian miners - the Fasnal processing plant, a local hydroelectric power station, a hospital, rural schools, etc.

The next day upon arrival, on July 3, in the guest house of Kamata-Hostel LLC, a joint off-site meeting of the NCSC and a seminar “Main problems of mountain tourism development in the Republic of North Ossetia-Alania: combining science and practice” were held in the round table format. It addressed the issues of legal support for the protection and development of mountain territories, as well as the connection of science and higher education with tourism.
The visiting session of the NCSC was opened by the Head of the Secretariat Yu.I. Karaev. In his brief speech, on behalf of the NCSC Secretariat, he welcomed all the participants of the field meeting and seminar, expressed special gratitude to the organizers and inspirers of the event - the team of Kamata-Hostel LLC for the opportunity to hold NCSC events and take part in the forum, held in unusual places for such events - the eastern part of mountain Digoria, as well as for the opportunity to get acquainted with local attractions and, especially, for the comfortable conditions provided not only for the event itself, but also for modern living conditions that are still unusual for these places.
The Chairman of the Secretariat expressed his hope for further fruitful cooperation between the NCSC and the Alania National Park, Kamata-Hostel LLC, other institutions and practices of various activities that preserve and develop mountain areas.
Further Yu.I. Karaev briefly outlined the work plan of the NCSC and the VIIIth North Caucasus Complex Expedition in the coming days and gave the floor to conduct the event to the scientific leader of the NCSC, the leading researcher of the IG RAS and the head of the mountain group of the UNESCO MAB-6 Program at the IG RAS, Doctor of Geographical Sciences, Professor A .N. Gunya.

Muduev spoke about the mountain law of the IPA CIS (Model Law “On the Development and Protection of Mountainous Territories” dated November 27, 2020) and preparatory measures for the adoption of a law on the protection and development of mountainous territories of the Russian Federation. In addition, Professor Sh.S. Muduev spoke about the experience of implementing the Law, the Strategy and the Development Program for the mountainous territories of Dagestan.
Further, the director of the Research Institute of Management, Economics, Politics and Sociology of the DGUNE, Doctor of Economics, Professor S.G. Abdulmanapov. The issue of establishing the Institute of Monthology has been raised repeatedly, incl. and at the International Mountain Forum 2016. One of the problems lies in the somewhat suspicious attitude in the scientific community towards the very term "montology". A comprehensive approach is needed to integrate this initiative with leading research institutes and universities in the capitals and mountainous regions. Mountain research should be carried out throughout Russia and united into a single whole (based on a single state task).
The next speaker was Sergey Alexandrovich Seleznev, the founder of Kamata-Hostel. He made a presentation "Practical problems of family business development on the example of the hostel Kamata".
Kamata-Hostel is a business initiated by a young family from Vladikavkaz in the Digorsky Gorge of North Ossetia as a tourist attraction aimed at developing trekking routes in order to revive mountain villages and, above all, the village of Kamata.
The project of a family business to develop a hostel was born five years ago and began with the rent of an empty house in the mountains in order to organize various tourist services and educational activities.
To date, the project of Kamata-Hostel LLC is an intensively developing tourist business, the owners independently built a new two-story combined house, expanding the number of places for guests and equipping the local area. The work is still ongoing, in addition to notable achievements, there are many different problems, but they do not stop the young couple from the intended goals and objectives.
It is especially important to note that their business is attracting the attention of an increasing number of local residents who are involved in this profitable business. There are real precedents when even former city residents, having become better acquainted with the activities of Kamata-Hostel LLC, return to their homeland to build a new and prosperous life.

The next speaker is the head of the Youth Club of the Russian Geographical Society for North Ossetia-Alania M.T. Tavasiev made a presentation "Fasnal: the abandoned infrastructure of the Digorsky Gorge (power plant and processing plant)".
In the village of Fasnal, located in the Digorsky Gorge of North Ossetia, there are the ruins of an enrichment factory and a power plant founded by Belgian industrialists in the late 19th century.

In 1999, the Ministry of Culture of North Ossetia-Alania included the monuments of the industrial infrastructure of the Digorsky Gorge in the list of cultural heritage in accordance with the Federal Law "On objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation" dated June 25, 2002 No. 73-FL.
The problems of a potential tourist site lie in its legal registration: the owner died, and his heirs had problems with the registration of property.
In order to restore the monument, local activists have repeatedly applied to the Russian Geographical Society and Rosmolodezh. At the moment, the skeleton of the factory building has been turned into a barnyard. The area needs to be cleared of manure. Volunteer organizations can be involved in such work. However, it is impossible to start restoration work of any nature without an examination certificate on the state of the object. Among other things, it, in turn, is in a pre-emergency state.
The reconstruction of the industrial infrastructure of the Digorsky Gorge implies the creation of serious (formerly industrial, administrative and residential buildings and structures) art objects. Belgian descendants of the owners and/or the company that owned the factory and power plant may be interested in investing in an initiative project to create art objects in mountainous Digoria.
The reports were completed by the Deputy Director for Environmental Education, Tourism and Recreation of the Federal State Budgetary Institution Alania National Park Gazdarova A.A. She made a presentation "Problems of land relations in the Republic of North Ossetia-Alania".
The settlement of the territories of North Ossetia, which are promising from the point of view of tourism development, namely, the gorges (including the Digorsky Gorge), is proceeding at a slow pace. Several factors hinder this process:
- it is possible to obtain land only for rent, and not for ownership, which is not a reliable guarantee necessary for the development of private entrepreneurship;
- the presence in mountainous areas of small villages with residents, mostly of advanced age;
- lack of equipped residential settlements that could create a sustainable seasonal stay, first of all, for young people.
The formation of such settlements can contribute to the development of a neighborhood culture. If the leadership of the republic aims to create tourist clusters in the picturesque landscapes of the gorges, all buildings must be designed in a single architectural and aesthetic style.
The implementation of projects for the formation of such settlements restrains the low level of local budgets, which are formed only at the expense of land and transport taxes.
At the moment, investors are attracted by many areas and plots in the mountains, but the process of their development is hindered by the “incorrect” cadastral registration of the lands on which they are located. Without proper legal registration of land plots for cadastral registration, there is no possibility of developing plans for territorial development and master plans for settlements.

Among other things, it is necessary to solve the issues of transport accessibility of the most remote, but interesting places from the point of view of tourism development. For example, at distances of such objects from Vladikavkaz by more than 100 km, it seems promising to create transshipment points for accommodating tourists in case of worsening weather conditions. Such points will also help in solving problems of employment of the population.
2.3. The third stage of work of 8th NCCE, Karachay-Cherkess Republic
The third and main stage of the NCCE took place in several areas of the Karachay-Cherkess Republic from July 4 to July 9, 2022. The members of the expedition were based on the territory of the Teberdinsky National Park (TNP), some of them at the Visit Center hotel of the park, and the rest at the summer camp TNP "Kordon".
On the evening of July 4, 2022, the NCSC participants and those invited from among the participants of the VIII NCCE took part in the working meeting of the NCSC and NCCE, at which the heads of the NCSC Secretariat Yu.I. The first meeting of the Teberda Conference was held in the conference hall of the Information Visitor Center of the Central Estate of the Teberda National Park.
The meeting was opened by Yu.I. Karaev, chairman of the NCSC.
In his opening speech, he welcomed all the participants of the event and expressed gratitude to the leadership of the Teberdinsky National Park for organizing the forum and for the opportunity to participate in its work..
Further Yu.I. Karaev dwelled on the current goals and objectives of the NCSC, on the need to expand the territorial coverage of the cooperation, as well as on the main problems and achievements over the past year.
The North Caucasian Scientific Cooperation (NCSC) was created during the regular environmental conference at the Chechen State University named after A.A. Kadyrov, Grozny, October 10, 2014, in order to combine efforts and intensify information exchange between members of the scientific community, whose research affects the protection and development of the mountainous regions of the North Caucasus.
Currently, the headquarters of the NCSC is located at the Mountains Center of the North Caucasus Mining and Metallurgical Institute (State Technological University), Vladikavkaz, where information from all regions is collected, formed, distributed among participants and posted on the website of the NCSC.
Since 2015, the Chairman of the Secretariat of the NCSC has been the director of the CDP SDMT, NC MMI (STU) Yuri Isaevich Karaev.
The Executive Secretary of the Secretariat of the NCSC is Leonid Alekseevich Petrov, a post-graduate student of the Department of World Physical Geography and Geoecology, Faculty of Geography, Lomonosov Moscow State University, Moscow.
NCSC Site Administrator is Gridnev Evgeny Aleksandrovich - Associate Professor of the Department of Ecology and Technosphere Safety of the NC MMI (STU).
In the first half of 2022, 71 NCSC members were registered on the site. Participants represent 15 subjects of the Russian Federation, incl. North Caucasus Federal District, South Federal District, both capitals of the Russian Federation, etc. In addition, there are representatives of 3 foreign states (Georgia, the USA and South Ossetia).

Gunya briefly outlined information about the last second stage of the expedition in mountain Digoria on the territory of the National Park "Alania" in North Ossetia, where issues of mountain legislation on the protection and development of mountain territories and the role of the NCSC in its adoption were discussed, a seminar was held on the development of tourism in alliance with science, and also discussed the proposal to nominate for the status of "Mountain Observatory" of a private tourist enterprise LLC "Kamata-Hostel" in the village of Kamata (North Ossetia).
Further, anticipating the speeches of the speakers, A.N. Gunya addressed all forum participants with a rhetorical question: “What do we want as the results of our conference: goals and objectives that are achievable and illusory?” and asked everyone to keep this in mind and try to find answers to the question posed.

The next speaker was Jamal Kemalovich Tekeev, Deputy Director of the Teberdinsky State Natural Biosphere Reserve, who made a presentation on “Transformation of the Teberdinsky Reserve into a National Park: Prospects and Challenges”. In his report, J.K. Tekeyev drew the attention of the audience to the formed and scientifically based reaction to changes in state policy regarding protected areas. He also noted that in August 2018, despite the protests of scientists and the public, a resolution was adopted to transform the Teberdinsky Biosphere Reserve into a National Park. But, at the same time, as the speaker noted, about 98% of the park's territory still remains in the status of a protected area.

Following this report, A.N. Gunya gave the floor to the head of the Department of Physical Geography and Ecology of the Tyumen State University, Denis Alexandrovich Dirin, who reported on his work "Post-Soviet transformations of ethno-cultural landscapes of Altai: factors and trends." In it, he spoke about the global role of the Altai region in the mountain community of Russia, about its uniqueness, natural, cultural and religious diversity. The listeners learned a lot about the traditional economic activities of Altai: hunting, fishing, timber industry, sheep breeding, reindeer antler breeding, tourism, etc. The report analyzed the climatic and socio-economic factors of the transformation of ethno-cultural landscapes. The mosaic nature of natural geosystems was shown, which determines the complex internal structure of the ethno-cultural landscapes of the region.
On behalf of a team of authors from the city of Nalchik, Kabardino-Balkaria Republic (M.D. Dokukin, M.Yu. Bekkiev, R.Kh. Kalov) with the report “On the stone avalanche of 01.01.2022 in the valley of the river Aksaut (Western Caucasus) and the concentration of similar phenomena in local areas of mountain ranges” Mikhail Dmitrievich Dokukin, a leading researcher at the High Mountain Geophysical Institute, a member of the NCSC, spoke. In his report, he pointed to a sharp increase in dangerous geological processes in recent years, which is a serious challenge for a safe stay in the mountains, both permanent residents and various groups of tourists and vacationers. The author sees an urgent need to organize and conduct complex work and research in the monitoring mode. Monitoring the activity of landslides and other destructive processes in the high-mountain zone and the development of disaster scenarios associated with it will be of great importance in the future, which is very important for the development of recreation.
The next speaker, remotely online, to whom the host of the conference gave the floor, was the leading researcher of the Department of Physical Geography and Environmental Problems of the Institute of Geography of the Russian Academy of Sciences, Professor Boris Ivanovich Kochurov, who presented to the forum participants, jointly with Yulia Ermakova, a report on the topic “Multifractal models and other innovative approaches to the study and use of modern landscapes".
The professor spoke about the importance of the natural and anthropogenic landscape in the mountains and the importance of its effective functioning. The speaker emphasized that complex landscape management is impossible without observation stations. He also spoke about the fractal method in assessing the limits of landscape stability, noted the need to use quantitative models based on databases and time series, which play an invaluable role in assessing changes in mountain landscapes.
Further, the moderator invited Anatoly Ivanovich Chipizubov, the head of an enterprise for the production of organic fertilizers and biological products for plant protection from the city of Pyatigorsk, to the conference rostrum, with a report “Bioresources as a basis for organic farming”. In it, the author noted that the health of the population is a priority for our state. To solve it, a planned transition from the use of chemicals to the use of biological products, organic fertilizers and growth stimulants is necessary. In mountainous areas, additional difficulties arise with the use of these substances, especially in places close to the mountain routes. Despite the difficulties, there is experience in the use of bioreactors for the production of products at the place of cultivation of crops.
Next, Aleksey Nikolaevich Gunya invited Natalia Igorevna Amburtseva from St. Petersburg, an employee of the secretariat of the Interparliamentary Assembly of the CIS Member States, a member of the NCSC, to the podium with a report “The Inter-Parliamentary Assembly (IPA) of the CIS Member States: Results and Plans in the Field of Mountain Legislation”. In her report, she spoke about the work of such an important interstate institution, its main achievements and plans, especially in the field of model lawmaking, as one of the most important areas of activity, to which she herself is directly related. In addition, Natalya Igorevna informed the forum participants that in 2022 the IPA of the CIS member states is celebrating its 30th anniversary. The next meeting of the IPA of the CIS member states will be held in October 2022 in Tashkent, where the anniversary events will be held, and in November 2023 it is planned to hold a major international event - the Mountain Forum.

The moderator of the forum invited Professor of the Department of Economics of the Dagestan State University of National Economy, Leading Researcher of the Research Institute of Management, Economics, Sociology and Politics at DGUNE Shakhmardan Sittikovich Muduev to the podium with the report "International Year of Mountain Development: the Practice of Implementing Mountain Policy in the Republic of Dagestan". In his report, the professor spoke about major achievements in the mountainous regions in the Republic of Dagestan, a subject in the North Caucasus, which has a full package of regulatory documents involving the preservation and development of mountainous areas, especially the preservation of settlements. Ignoring the "mountain factor" is costly for society and the state - the speaker emphasized.
The conference participants heard another remote message on the topic “PR-technologies in the scientific field” from Moscow from the producer of special projects of the Russian Geographical Society, Elizaveta Evgenievna Ledovskaya, who told the audience that in the scientific field today it is important not only to achieve discoveries, but also work with the media -resources through which scientists can talk about their projects. Plunging into creativity, representatives of the scientific sphere often forget about the importance of communicating their activities to the general public. The main feature of communication between scientists and the target audience for profit is increased loyalty to the scientific community. The more often representatives of science appear in the public space, the easier it is to attract investment.
Aleksey Nikolaevich Gunya invited a private consultant on commercial activities and management from Pyatigorsk, Igor Vyacheslavovich Matienko, to the podium with the report "Commercialization of Science". In his brief report, the speaker said that there are a number of government initiatives to finance science. Backbone projects are a platform for the implementation of applied competencies. The regional development strategy is a good opportunity for science to enter the commercialization system, especially considering that this document is iterative. Discussion
After the completion of the reports of the conference scheduled for July 5, the participants began a discussion in which Yuri Isaevich Karaev, Alexei Nikolevich Gunya, Evgeny Yulisovich Kolbovsky, Denis Alexandrovich Dirin, Boris Ivanovich Kochurov and Shakhmardan Sittikovich Muduev took part.
The main thoughts and ideas that were voiced in the discussion part of the forum boiled down to the fact that mountain settlements often act and in fact most often are a variant of rural areas.

The settlements of mountainous territories are marginal, primarily due to the dissection of the relief and inaccessibility.
The issue of mountains is not always unique - for many mountain systems the challenges are identical. At present, the Public Chamber has created a working group that is preparing proposals for the Federal Law on the Preservation and Development of Mountain Territories.
In the mountain community, it is important to restore not only horizontal ties with the expansion of the Russian mountain alliance, but also vertical ties - centralized building relationships with government agencies and the public.
The proposal to establish the Eurasian mountain network as an important step in the exchange of experience, cooperation and collaboration in the field of sustainable development of the mountainous territories of Russia - Northern Eurasia with the prospect of connecting the Central Asian region, and then other countries of Eurasia.
After the end of the conference session, the owners of the TNP kindly invited its participants to visit and get acquainted with the exhibits of the Museum of Nature of the Teberdinsky National Park.
The employees of the museum and the national park, together with the teachers of the KChSU, with great participation, led the guests through the halls of the museum, told about its history from the first exhibit to the present day.
The forum participants toured the Museum of Nature with pleasure, got acquainted with its numerous exhibits, with the history of development, both in general of the Teberdinsky district, and with the history of the formation, development and transformation of environmental activities and the development of the territory of the region as a whole.

Correspondent: How to institutionalize the work and move forward - for the second time, scientists from Moscow, Ossetia, the KBR, Siberia, the Chechen Republic, and others came to the KChR for a week. On the first day, July 5, 2022, it is planned to hold a field meeting of the NCSC and a Plenary meeting of the 2nd Teberda Conference on the problems of the mountainous territories of the North Caucasus region in the Visitor Center of the Teberda National Park (TNP). The geography of participants is quite wide, there were also online participants, and the main question of the forum is: “What is being done in the Caucasus and in Russia in the field of protection and development of mountain territories?”.

Head of the Department of Physical Geography and Ecology of the Tyumen State University, Ph.D. in Geography, Associate Professor from Tyumen Dirin Denis Alexandrovich: I am from the Tyumen University, I study the Altai and Sayan Mountains. The experience of NCSC is advanced and so far the only one in Russia; the NCSC has important results of interaction between scientists and practitioners, I would very much like the geography of this community of scientists to expand, incl. and in Siberia.
4. Our fellow countryman Head of the Department of Ecology and Nature Management of the Karachay-Cherkess State University, Doctor of Geography, professor from Karachaevsk Onishchenko Vyacheslav Valentinovich: NCSC scientists are united by a set of issues related to the problems of mountainous territories, not only the North Caucasus, but the interests of all mountainous territories. Scientific and technological progress, a scientific approach to the study of mountainous areas, moreover, complex ones, with a highly differentiated topography, make it possible to obtain information that can become the basis for making effective management decisions..
5. Associate Professor of the Department of Physical Geography and Landscape Studies, Moscow State University, Candidate of Geographical Sciences, Associate Professor from Moscow
Petrushina Marina Nikolaevna: I am from Moscow, I teach at the Faculty of Geography of Moscow State University, the same one named after M.V. Lomonosov. The problems discussed are our subject, I have repeatedly visited many regions of the Caucasus; the topic of my research is mountain territories and mountain landscapes, their structure, functioning and dynamics of landscapes, the impact of climate change and anthropogenic impact on them.
This is a small conference, but the task is to bring together specialists from different regions to discuss issues of cooperation, develop a common methodology; and the goal is to combine fundamental research with applied research in order to reach the level of public, regional and even state.
5. Senior researcher at the Institute of Geography of the Russian Academy of Sciences, head of the UNESCO MAB-6 mountain group at the IG RAS, Doctor of Geography, professor from Moscow Gunya Aleksey Nikolayevich: the NCSC and this conference are a link, good partnership and, at the same time, the task is not one day, but a rather painstaking process; we will try to institutionalize and promote the partnership of science and practice of local communities, local authorities, as well as federal authorities - this is the task for mountain research and the NCSC today, 2022 and beyond.

The next speaker, Associate Professor of the Department of Theory and Technology of Social Work of the Kabardino-Balkarian State University, member of the NCSC, Aslan Magometgerievich Chechenov, offered the conference participants his work entitled “Socio-political analysis of the spatial development of mountainous territories and local communities of the North Caucasus: the Chechen Republic, Kabardino-Balkaria , Karachay-Cherkessia".
Further, the word was given to Olga Ivanovna Markova, PhD in Geographic sciences, the Research Institute of Integrated Mapping Moscow State University named after M.V. Lomonosov, who acquainted those present with the results of her work "Prospects for creating an atlas information system on the mountain territories of Russia," which makes it possible to create an atlas information system on the mountain areas of Russia, taking into account the variety of mountain systems, for a number of indicators. The features of creating databases for the main components, as well as the functioning of the atlas information system of the mountains of Russia, with a demonstration of the author's photos, were considered.
After that, Alexei Gunya invited Zagir Vagitovich Ataev, director of the Research Institute of Biogeography and Landscape Ecology from the city of Makhachkala, a participant of the NCSC, to the podium with two consecutive reports "Landscape diversity of the Republic of Dagestan as the basis for creating a carbon landfill" and "Promising tourist and recreational cluster "Salatavia".

The next speaker of the forum was Tatyana Vasilievna Degtyareva, Associate Professor of the Department of Physical Geography and Cadastres of NCFU. She made a presentation on the topic “Features of the development of the system of soil compounds of microelements in mountain soils”.

The experience of carrying out complex geoecological monitoring on the basis of the Scientific Research Laboratory at KChSU shows that the lack of an information support system allows uncontrolled impact on the geographic environment, making it difficult to effectively manage complex integrated nature management. The relevance of the formation of a system of integrated monitoring of mountain territories in connection with the changing contours of their recreational and traditional development is becoming transdisciplinary (Sarmiento, 2020), developing theoretical and practical directions in combination with such topical modern problems as climate change, regenerative development and sustainability, requiring critical reassessment of mountain geography.
The assessment of the problem of a comprehensive understanding of the mountain natural-anthropogenic complex combines 3 factors:
1. Physical-geographical mountain structure.
2. The totality of interconnected natural-territorial complexes and geosystems.
3. Spiritual and socio-economic adaptation of the population of the mountainous territory. This fundamentally new area of geoecological monitoring develops a transdisciplinary view of the ecological and geographical realism of mountain systems and the "nature" of mountain landscapes, studied by topics of different directions.
The achievability of solving the tasks set is determined by real experimental data, the availability and reliability of applied empirical information, the academic training of performers, which allows them to navigate the complex and contradictory labyrinths of knowledge of the mountain environment.
When studying the dynamics of natural and natural-anthropogenic geocomplexes, in our opinion, it is advisable to focus on the basic principles of the “Climate Doctrine of the Russian Federation” (Decree of the President of the Russian Federation of December 17, 2009 No. 861-RP) and the provision of the Order of the Ministry of Economic Development of the Russian Federation (Order dated May 13, 2021 No. 267) "On approval of methodological recommendations and indicators on adaptation to climate change".
I would like to quote the modern mountain researcher Wulff: “the integral, voluminous and alluring view of the mountain landscape requires considering it as a dynamic system operating in a real natural and climatic regime, instead of perceiving it through the prism of static descriptive ideas about the past of mountain geography”.

2.3. The fourth stage of work of 8th NCCE, Kabardino-Balkarian Republic
On July 12, 2022, in the Bezengi climbing camp, a meeting was held between members of the public of the Cherek Bezengi Valley with the head of the mountain group "Man and the Biosphere" (MAB-6 - UNESCO) of the Institute of Geography of the Russian Academy of Sciences, a member of the working group of the Civic Chamber of the Russian Federation on the preparation of a law on mountain territories, scientific director of the NCSC, Doctor of Geographical Sciences Aleksey Nikolaevich Gunya. The meeting was attended by representatives of the public of the Cherek Bezengi Valley: Head of the municipal rural settlement of Bezengi Zufar Chochaev, representatives of the public organization "Elbrusoid" Marat Anaev, Abuzeita Gerieva, Asiat Gerieva, director of the Bezengi mountaineering camp Anaev Aliya and others.
At this meeting, its participants held a discussion in the format of a round table on the topic "Sustainable development of mountain territories: discussion of topical issues in the development of the mountains of Kabardino-Balkaria".
The discussion noted:
The UN General Assembly has declared 2022 as the International Year of Sustainable Mountain Development. In this context, governmental and non-governmental organizations, public associations, local mountain communities and activists are encouraged to consider the pressing issues and develop recommendations for sustainable development. Mountains in Kabardino-Balkaria from 300 m and above occupy more than 80%, and highlands from 1000 m and above - about 47% of the entire territory of the republic. It is the high-mountain territories that are the most vulnerable in the face of increasing climate change and recreational development. High-mountainous territories are faced with the choice of preserving their appearance or changing and engaging in modernization processes. Each mountain valley has its own characteristics. Thus, the Baksan valley is the most developed one, an asphalt road has been laid here up to a height of 2350 m, dozens of hotels have been built. At the same time, the valley of the Cherek Bezengi is little developed. The construction of an improved road to the Bezengi alpine camp may lead to an intensification of development and jeopardize the preservation of the high-mountain nature and landscapes surrounding the alpine camp.
The meeting participants recognized the importance of legal support for mountain development, the need for careful attitude to the mountains in the process of implementing development projects, the increasing importance of the participation of the local population in tourist and recreational development. It was decided to support the initiative on the legal support of mountain territories, promoted by the Civic Chamber of the Russian Federation. At the same time, the need to develop the status of a mountain municipality was noted, for which it is advisable to assign the authority to regulate land use.
Other proposals that should be submitted to the working group of the Civic Chamber of the Russian Federation were: to pay attention to the training of local guides who know the nature and history of the region well, to develop routes taking into account local specifics, to pay attention to the need to build roads to those high-mountainous settlements, which are still without a good road network (in the KBR, these include, first of all, El-Tubyu and Bulungu). A special place is occupied by the restoration of mountain settlements with the preservation of their historical and cultural appearance, the training of highly qualified personnel (graduated specialists, candidates and doctors of science preparing work on the mountainous territories of the KBR, their geography and history).

The participants of the meeting consider it important to disseminate existing examples and experience of involving the local population in the organization of small enterprises for the reception of tourists and vacationers, on the basis of empty residential premises within the villages, their reconstruction, assistance in improving the skills of workers involved in tourism, awareness. It is the support of grassroots initiatives that take into account local characteristics that is the most effective way to develop mountainous areas. It can become an alternative to large projects, which are often launched "from above" without due regard to local specifics.
These and other proposals can form the basis of discussions that accompany the process of preparing proposals for the development of a federal law on mountainous areas of the Russian Federation.
Based on the results of field research, it is planned to publish the Proceedings of the North Caucasian Complex Expedition (Issue 3), articles in the scientific journals Grozny Natural Science Bulletin, News of the Dagestan State Pedagogical University, Series "Natural and exact sciences", "Sustainable development of mountain territories" and make reports at the upcoming forums during the year dedicated to rational environmental management and development of mountain territories.
